Dette er en artikkelserie om Fr\u00f8ya-operasjonen, der Tiepoint var involvert. Denne artikkelen fokuserer p\u00e5 de operasjonelle aspektene ved aksjonen, mens neste artikkel tar for seg datainnsamlingen og betydningen av den.<\/p>\n\n\n\n<p>Da oljeforurensning fra en offshoreplattform n\u00e5dde kysten av Tr\u00f8ndelag og Nordland vinteren 2025, utviklet hendelsen seg raskt til en av norgeshistoriens mest omfattende oljevernaksjoner i strandsonen. Det som begynte med isolerte observasjoner av oljeklumper langs strandlinjen p\u00e5 Fr\u00f8ya, eskalerte i l\u00f8pet av kort tid til en koordinert innsats over et stort geografisk omr\u00e5de.<\/p>\n\n\n\n<p>Operasjonen stilte store krav til operativ ledelse, logistikk og koordinering. Samtidig markerte den et tydelig skifte i hvordan droner brukes i oljevernaksjoner. Resultatet var et utslipp av ca. 75 kubikkmeter r\u00e5olje. Det ble p\u00e5vist oljes\u00f8l langs en lang kyststrekning fra Tr\u00f8ndelag og nordover, og behovet for systematisk kartlegging og prioritering av innsats \u00f8kte tilsvarende.<\/p>\n\n\n\n<p>Oppskaleringen skjedde b\u00e5de i omfang og kompleksitet. Nye omr\u00e5der m\u00e5tte inkluderes fortl\u00f8pende, samtidig som eksisterende omr\u00e5der krevde detaljert oppf\u00f8lging. Operasjonen utviklet seg derfor fra \u00e5 v\u00e6re reaktiv til \u00e5 bli planlagt og strukturert, med et tydelig behov for koordinering p\u00e5 tvers av fagomr\u00e5der og geografiske soner.<\/p>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Etablering av dronekapasitet som en operativ funksjon<\/strong><\/h2>\n\n\n\n<p>Etter hvert som behovet for oversikt og fremdrift \u00f8kte, ble det klart at dronekapasiteten m\u00e5tte organiseres som en dedikert operativ funksjon. Dette representerte en overgang fra isolerte dronebidrag til en strukturert enhet med dedikert ledelse, klart definerte roller og tildelte ansvarsomr\u00e5der.<\/p>\n\n\n\n<p>Det ble etablert en egen droneorganisasjon med en koordinator og en operativ leder som fungerte som bindeledd til innsatsledelsen. Antallet team \u00f8kte raskt, noe som gjorde det n\u00f8dvendig \u00e5 sikre b\u00e5de kompetanse og kapasitet. Kravene til personellet var sammensatte, og omfattet b\u00e5de luftfartskompetanse, maritim erfaring og operativ forst\u00e5else av oljevernberedskap.<\/p>\n\n\n\n<p>Samtidig m\u00e5tte bemanningen organiseres p\u00e5 en m\u00e5te som sikret kontinuitet og sikkerhet over tid. Alle pilotene gjennomgikk oppl\u00e6ring i prosedyrer og HMS.<\/em><\/p>\n<\/div>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Operativ gjennomf\u00f8ring i et komplekst kystmilj\u00f8<\/strong><\/h2>\n\n\n\n<p>Droneoperasjonene ble gjennomf\u00f8rt i et krevende og sv\u00e6rt variert kystlandskap. Droner ble derfor brukt til \u00e5 gjennomf\u00f8re systematiske s\u00f8k langs strandlinjer og i utilgjengelige omr\u00e5der, med h\u00f8y grad av presisjon og repeterbarhet.<\/p>\n\n\n\n<p>H\u00f8yoppl\u00f8selige sensorer gjorde det mulig \u00e5 identifisere b\u00e5de tydelige og mer diffuse oljeforekomster. Samtidig gjorde fleksibiliteten i dronedriften det mulig \u00e5 justere flyh\u00f8yde, hastighet og s\u00f8kem\u00f8nster ut fra lokale forhold.<\/p>\n\n\n\n<p>En viktig observasjon var hvordan operasjonen utviklet seg over tid. I den innledende fasen var s\u00f8ket bredt og utforskende, med fokus p\u00e5 \u00e5 fastsl\u00e5 omfanget av forurensningen. Etter hvert som kunnskapen \u00f8kte, ble innsatsen mer m\u00e5lrettet. Dette gjaldt b\u00e5de hvilke omr\u00e5der som ble prioritert, og hvordan s\u00f8ket ble gjennomf\u00f8rt.<\/p>\n\n\n\n<p>Operasjonene ble i stor grad utf\u00f8rt uten direkte visuell siktlinje, noe som stilte krav til systemer for navigasjon, kontroll og sikkerhet. Flere droner opererte parallelt, ofte i n\u00e6rheten av b\u00e5de sivil og milit\u00e6r luftaktivitet.<\/p>\n\n\n\n<p>For \u00e5 sikre trygge og forutsigbare operasjoner ble det etablert strukturer for luftromskoordinering. Dette inkluderte utstedelse av NOTAM-er for operative omr\u00e5der, daglig vurdering av luftromsaktiviteten og tett dialog med relevante myndigheter.<\/p>\n\n\n\n<p>Luftromsstyring var ikke bare et regulatorisk anliggende, men ble en integrert del av den operative planleggingen. Hver flyvning m\u00e5tte vurderes i sammenheng med annen aktivitet, og det ble etablert prosedyrer for kontinuerlig overv\u00e5king og kommunikasjon.<\/p>\n\n\n\n<p>Alle operasjoner ble loggf\u00f8rt og gjennomg\u00e5tt i etterkant. Det var ikke nok \u00e5 ha tilgang til droner og personell, hele st\u00f8ttesystemet m\u00e5tte fungere kontinuerlig.<\/p>\n\n\n\n<p>Dette inkluderte innkvartering, batterih\u00e5ndtering, ladel\u00f8sninger, reservedeler og transport. I et operasjonsomr\u00e5de preget av lange avstander og begrenset infrastruktur ble dette raskt en kompleks oppgave.<\/p>\n\n\n\n<p>Operasjoner fra fart\u00f8y stilte ytterligere krav. Det m\u00e5tte tas hensyn til stabilitet, dekksplass og forstyrrelser fra tekniske systemer om bord. V\u00e6r- og vindforhold p\u00e5virket b\u00e5de fremkommelighet og operasjonell kapasitet, noe som krevde kontinuerlig evaluering.<\/p>\n\n\n\n<p>Logistikk ble derfor en integrert del av den operative innsatsen snarere enn en st\u00f8ttefunksjon i bakgrunnen. Milj\u00f8hensyn var derfor en viktig del av innsatsen, s\u00e6rlig med tanke p\u00e5 fugleliv og naturverninteresser. What began as isolated observations of oil lumps along the shoreline on Fr\u00f8ya escalated within a short period into a coordinated effort across a large geographical area.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>The operation placed significant demands on operational leadership, logistics, and coordination. At the same time, it marked a clear shift in how drones are used in oil spill response. Oillumps was detected along a long stretch of coastline from Tr\u00f8ndelag and northwards, and the need for systematic mapping and prioritization of efforts increased accordingly.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>The scale-up occurred both in scope and complexity. New areas had to be included continuously, while existing areas required detailed follow-up. The operation therefore evolved from being reactive to becoming planned and structured, with a clear need for coordination across disciplines and geographical zones.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:spacer {\"height\":\"25px\"} -->\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n<!-- \/wp:spacer -->\n\n<!-- wp:heading -->\n<h2 class=\"wp-block-heading\"><strong>Establishing drone capacity as an operational function<\/strong><\/h2>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>As the need for overview and progress increased, it became clear that drone capacity had to be organized as a dedicated operational function. This represented a transition from isolated drone contributions to a structured unit with dedicated leadership, clearly defined roles, and assigned responsibilities.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>A dedicated drone organization was established, including a coordinator and an operational lead acting as the link to incident command. The number of teams increased rapidly, making it necessary to ensure both competence and capacity. Personnel requirements were complex, including aviation expertise, maritime experience, and operational understanding of oil spill response.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>At the same time, staffing had to be organized in a way that ensured continuity and safety over time. All pilots underwent training in procedures and HSE.<\/em><\/p>\n<!-- \/wp:paragraph --><\/div>\n<!-- \/wp:column --><\/div>\n<!-- \/wp:columns -->\n\n<!-- wp:heading -->\n<h2 class=\"wp-block-heading\"><strong>Operational execution in a complex coastal environment<\/strong><\/h2>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>The drone operations were carried out in a demanding and highly varied coastal landscape. Drones were therefore used to conduct systematic searches along shorelines and in inaccessible areas, with a high degree of precision and repeatability.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>High-resolution sensors enabled the identification of both distinct and more diffuse oil deposits. At the same time, the flexibility of drone operations allowed adjustments to flight altitude, speed, and search patterns based on local conditions.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>An important observation was how the operation evolved over time. In the initial phase, the search was broad and exploratory, focusing on determining the extent of contamination. As knowledge increased, the effort became more targeted. This applied both to the areas prioritized and to how the search was conducted.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Operations were largely carried out without direct visual line of sight, placing demands on systems for navigation, control, and safety. Multiple drones operated in parallel, often in proximity to both civilian and military air activity.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>To ensure safe and predictable operations, structures for airspace coordination were established. This included the issuance of NOTAMs for operational areas, daily assessment of airspace activity, and close dialogue with relevant authorities.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Airspace management was not only a regulatory matter but became an integral part of operational planning.
