Innledning og form\u00e5l<\/h2>\n\n\n\n<p>Denne rapporten beskriver visjonen, brukerbehovene, det tekniske konseptet og utviklingsretningen for det AI-drevne kriseresponssystemet under ESAs Civil Security from Space (CSS)-program. Hovedfokuset er p\u00e5 \u00e5 utnytte satellittbasert jordobservasjon (EO) som den f\u00f8rste og viktigste kilden til situasjonsbevissthet i sivile sikkerhetshendelser, supplert med dronedata, AI og edge-baserte beslutningsst\u00f8ttesystemer.<\/p>\n\n\n\n<p>M\u00e5let med prosjektet er \u00e5 st\u00f8tte offentlige sikkerhetsorganer med n\u00f8yaktig situasjonsforst\u00e5else i sanntid og over et stort omr\u00e5de, selv i fjerntliggende eller frakoblede milj\u00f8er. Dette dokumentet er en strategisk og teknisk oversikt, og inneholder innsikt fra intervjuer med interessenter, workshoper og innledende systemdesign.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\"\/>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">2. Satellitt f\u00f8rst: Strategisk prioritering for bredde, kontinuitet og bevissthet<\/h2>\n\n\n\n<p>Jordobservasjonsdata (EO-data) utgj\u00f8r kjernen i systemarkitekturen. Satellittdata gir uovertruffen geografisk dekning, hyppige sykluser og muligheten til \u00e5 oppdage endringer og m\u00f8nstre over store omr\u00e5der. I krisesituasjoner gj\u00f8r dette det mulig \u00e5 oppdage<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Forsvunne fart\u00f8yer til sj\u00f8s<\/strong> og <strong>telt\/tilfluktsrom<\/strong> i \u00f8demarken<\/li>\n\n\n\n<li><strong>Fuktighetsniv\u00e5er i v\u00e5tmarker<\/strong>, innsj\u00f8er og elvebredder for \u00e5 informere om modellering av bortkomne personers atferd<\/li>\n\n\n\n<li><strong>Hydrologisk estimering<\/strong> for \u00e5 st\u00f8tte b\u00e5de s\u00f8k og redning og skogbrannberedskap<\/li>\n\n\n\n<li><strong>Deteksjon av hotspots og kartlegging av konsekvenser etter hendelser<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Prosjektet utarbeider aktivt hypoteser og brukstilfeller i samarbeid med operative interessenter, og gir deretter satellittene oppgaver i henhold til disse. Denne prosessen er unik i det sivile domenet og bygger sterke, bruksdrevne valideringsrutiner.<\/p>\n\n\n\n<p>Satellittkommunikasjon (SatCom) utfyller EO ved \u00e5 sikre kontinuitet i kommunikasjonen i hele systemet. Spesielt i omr\u00e5der med begrenset landbasert dekning gj\u00f8r SatCom det mulig for edge-enheter og feltteam \u00e5 opprettholde kontakt og str\u00f8mme kritiske varsler.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\"\/>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">3. Droner som operative supplementer<\/h2>\n\n\n\n<p>Mens satellitter gir storskala, ovenfra og ned-over-overv\u00e5king, tilbyr droner hyperlokale detaljer, fleksibilitet og umiddelbarhet. Interessentenes behov og operasjonelle krav<\/h2>\n\n\n\n<p>Intervjuer med interessenter har avdekket gjennomg\u00e5ende prioriteringer:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Informasjon i sanntid:<\/strong> Satellittdata leveres innen 12 til 24 timer; dronedata leveres med mindre enn 10 sekunders ventetid n\u00e5r det er mulig.<\/li>\n\n\n\n<li><strong>Robust brukervennlighet<\/strong>: integrering i allerede etablerte driftssystemer, oppstart med \u00e9n knapp, lave oppl\u00e6ringskostnader<\/li>\n\n\n\n<li><strong>Integrerte visninger<\/strong>: kombinere satellitt-, drone- og bakkeinformasjon i ett kart, i deres allerede eksisterende Common Operating Picture<\/li>\n\n\n\n<li><strong>Mulighet for frakobling<\/strong>: lokal prosessering med valgfri SatCom fallback<\/li>\n\n\n\n<li><strong>Sikre og lukkede datamilj\u00f8er<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Denne innsikten har formet den tekniske arkitekturen og strategien for brukergrensesnittet.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\"\/>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">5. Teknisk systemoversikt<\/h2>\n\n\n\n<p>Systemet best\u00e5r av tre hovedkomponenter:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>AIDFP<\/strong> (AI-drevet datafusjonsplattform): integrerer EO-, drone- og feltdata til et enhetlig operasjonsbilde, utplassert p\u00e5 et sikkert sted i Nord-Norge<\/li>\n\n\n\n<li><strong>EAIPS<\/strong> (Edge AI Processing Software): utplassert i felten, behandler video- og sensordata lokalt og genererer varsler i n\u00e6r sanntid<\/li>\n\n\n\n<li><strong>AITAF<\/strong> (AI Training and Annotation Framework): muliggj\u00f8r menneskelig tilbakemelding og korrigering av AI-modeller for \u00e5 sikre kontinuerlig l\u00e6ring og forbedring<\/li>\n<\/ul>\n\n\n\n<p>Disse komponentene samhandler via sikre API-er og st\u00f8tter sanntids dashbord, mobile grensesnitt og systemintegrasjon med nasjonale kommando- og kontrollinfrastrukturer (C2).<\/p>\n\n\n\n<p>EAIPS edge-enhetene drives av robuste, h\u00f8ytytende datamoduler som kan kj\u00f8re lette AI-inferensmodeller ute i felten. Hver enhet st\u00f8tter innebygd prosessering, offline-funksjonalitet og robuste tilkoblingsmuligheter for \u00e5 opprettholde operativ effektivitet i frakoblede scenarier.<\/p>\n\n\n\n<p>Prosjektet drar nytte av maskinvare- og programvarest\u00f8tte fra Intel, som inkluderer servere med h\u00f8y ytelse for videoanalyse og multimodal inferens, inkludert tidlig testing av transformatorbaserte modeller p\u00e5 Gaudi-plattformer. Dette grensesnittet vil gj\u00f8re det mulig for feltpersonell, analytikere og koordinatorer \u00e5 enkelt validere AI-genererte resultater, gi tilbakemeldinger og merke hendelser eller avvik ved hjelp av nettbrett eller smarttelefoner. M\u00e5let er \u00e5 sikre at l\u00f8sningen er fullt operativ i felten, selv under stress og tidspress.<\/p>\n\n\n\n<p>Det mobile grensesnittet gj\u00f8r det ogs\u00e5 mulig \u00e5 inkludere dyktige frivillige, analytikere eller pensjonerte fagfolk som ellers ikke ville v\u00e6rt til stede i felten. Disse kan validere flaggede funn p\u00e5 avstand, noe som \u00f8ker antallet tilgjengelige menneskelige ressurser ved kritiske hendelser betraktelig.<\/p>\n\n\n\n<p>Bekreftede avvik fra b\u00e5de satellitt- og dronedata - n\u00e5r de er verifisert av et menneske - vil bli geomarkert og vist direkte p\u00e5 Common Operating Picture (COP), komplett med bildekontekst og konfidensniv\u00e5. Anta for eksempel at en droneoperat\u00f8r identifiserer en jakke som samsvarer med beskrivelsen av den savnede personen. Innsikt fra engasjement fra interessenter<\/h2>\n\n\n\n<p>Prosjektet har engasjert et bredt og representativt utvalg av interessenter fra hele det sivile sikkerhetsomr\u00e5det, blant annet<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Brann- og redningstjenester<\/li>\n\n\n\n<li>Frivillige organisasjoner for s\u00f8k og redning<\/li>\n\n\n\n<li>Koordineringsenheter for politi og offentlig orden<\/li>\n\n\n\n<li>Nasjonale og regionale redningskoordineringssentraler<\/li>\n\n\n\n<li>Leverand\u00f8rer av satellittdata og jordobservasjon<\/li>\n<\/ul>\n\n\n\n<p>P\u00e5 tvers av disse gruppene er det sterk st\u00f8tte for en satellittbasert tiln\u00e6rming til situasjonsbevissthet, med droner som s\u00f8rger for verifisering p\u00e5 taktisk niv\u00e5, og AI-systemer som st\u00f8tter b\u00e5de automatisering og menneskelig beslutningstaking. Alle parter understreket viktigheten av intuitive verkt\u00f8y, rask datatilgang, arbeidsflyter for menneskelig validering og s\u00f8ml\u00f8s integrering i eksisterende kommando- og kontrollsystemer.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\"\/>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">8. Neste trinn: Hypoteser, datainnsamling og validering<\/h2>\n\n\n\n<p>Prosjektet vil sette i gang en strukturert id\u00e9myldringsprosess blant de deltakende organisasjonene for \u00e5 identifisere hypoteser med stor gjennomslagskraft for satellitt- og dronebasert situasjonsforst\u00e5else. Disse hypotesene vil v\u00e6re forankret i reelle operative behov, for eksempel \u00e5 identifisere objekter, endringer eller forhold i komplekst terreng og avsidesliggende regioner. N\u00e5r hypotesene er definert, vil prosjektet systematisk samle inn relevante satellittbilder og sensordata for \u00e5 verifisere eller avkrefte hver hypotese.<\/p>\n\n\n\n<p>Eksempler p\u00e5 potensielle hypoteser er blant annet<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Oppdagelse av sm\u00e5 telt i fjellterreng<\/li>\n\n\n\n<li>Segmentering og rangering av v\u00e5tmarker etter fuktighetsniv\u00e5 for \u00e5 st\u00f8tte modellering av atferden til personer som har g\u00e5tt seg bort<\/li>\n\n\n\n<li>Identifisering av drivende fart\u00f8y ved hjelp av tidsseriedata fra satellitt og AI-m\u00f8nstergjenkjenning<\/li>\n<\/ul>\n\n\n\n<p>Planlagte droneoppdrag vil validere AI-funn fra satellittdata ved \u00e5 samle inn h\u00f8yoppl\u00f8selige bilder, termisk bekreftelse og menneskelig kommentert bakkesannhet. Hver hypotese vil bli behandlet som et eget scenario, med n\u00f8ye loggf\u00f8ring av inndata, AI-resultater, valideringstrinn og bekreftelsesm\u00e5linger.<\/p>\n\n\n\n<p>Validerte observasjoner - enten de kommer fra drone eller satellitt - vil bli geomarkert og integrert i Common Operating Picture (COP) med tilh\u00f8rende grafikk og metadata, noe som muliggj\u00f8r evidensbasert beslutningstaking og strategisk koordinering.<\/p>\n\n\n\n<p>Denne syklusen med id\u00e9utvikling, datainnsamling, analyse og validering sikrer b\u00e5de vitenskapelig stringens og nytteverdi i den virkelige verden.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\"\/>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">9.
